That's actually the route I am gearing my players toward. We started with the "big three" and are midway through them and I am very much considering having them join the Citadel. It makes for a nice and natural place for play to begin and for things to escalate, but I have always been a big superhero rpg fan (DC Heroes still my fave) and a DM'ing style that seems to mesh with the Eberron setting is the "crimefighter" narrative.

The old Falcon modules in Greyhawk were the first time I thought it possible, but my D&D games prior to the latest have largely been epic fantasy rather than mystery/crime/subterfuge in nature, it has been a nice change.

Who leaked that?

Seriously, I've thought about doing a police procedural set in Eberron. It sounds like it could be a lot of fun.
