All the alphas but Facade were removed by the bomb. As part of his deal with the MPs, he was permitted to stay behind. 

This all happened in the 20th century because that&#039;s when the fraying got to the point that things started to seriously break down. You might be able to chalk that up to things like industrialization, advances in medical science, and the general population explosion and extension of life expectancies that permitted more of the odd deltas to pop up.
